01 The headline
The same town, two prices
HDB publishes the comparison itself with every launch. From the June 2026 exercise, 4-room BTO against resale flats nearby:
| Town (June 2026) | 4-room BTO | Nearby resale | Gap |
|---|---|---|---|
| Sembawang (Standard) | $320k–$437k | $600k–$680k | ~$250k |
| Woodlands (Standard) | $353k–$437k | $650k–$750k | ~$300k |
| Ang Mo Kio (Plus) | $543k–$693k | $830k–$1.08M | ~$290k |
| Bukit Merah (Prime) | $592k–$810k | $939k–$1.07M | ~$250k |
HDB's own launch comparables, June 2026. Note the resale flats carry ~90-year leases; the BTO comes with a fresh 99 — the gap slightly understates the BTO's value per year of lease.
02 The equaliser
Grants: resale gets more help
The grant system quietly leans toward resale — three grants stack there against one for BTO:
| Grant (first-timer family) | BTO | Resale |
|---|---|---|
| Enhanced CPF Housing Grant (income-tiered) | up to $120k | up to $120k |
| CPF Family Grant | — | up to $80k |
| Proximity Housing Grant (near parents) | — | up to $30k |
| Maximum stack | $120k | $230k |
The full EHG needs a very low household income — a typical dual-income couple gets far less. But the $80k–$110k resale-only portion is real for most buyers, and it narrows the headline gap substantially.
For your money: after typical grants, the true BTO-vs-resale gap for many couples shrinks from ~$270k to roughly $100k–$180k. Still real wealth — but no longer a number that should settle the decision by itself.
For your life: the remaining gap is the price of four years — and what those years hold. If they'd be spent comfortably at your parents' place while the flat builds, the BTO discount is nearly free money. If they'd be spent renting at $2,600 a month (~$125k over four years) or postponing children for the keys, the "discount" quietly refunds itself.
03 The real currency
The wait — and the ballot before it
And the wait starts only if you're invited: June 2026 first-timer application rates ran ~1.3× for most larger flats but 3.6× at Bishan — popular launches are a lottery before they're a queue.
- First-timers get at least two ballot chances and the bulk of supply — the odds genuinely favour you, once.
- Renovation partially offsets the wait: a new flat renovates for ~$40k–$63k vs ~$56k–$82k for an older resale — though a livable resale can also just be moved into.
04 Read before balloting
The strings attached to the discount
| Standard BTO | Plus / Prime BTO | Resale | |
|---|---|---|---|
| Minimum occupancy | 5 years | 10 years | 5 years |
| Rent out whole flat later | After MOP | Never | After MOP |
| Clawback when you sell | — | 6–9% of resale price | — |
| Who can buy it from you | Open market | Buyers under a $14k income ceiling | Open market |
The better the location the government sells you cheaply, the longer and tighter the leash — a 10-year MOP starting after a 4-year build is a 14-year commitment to one address, through whatever your thirties and forties bring. Price that honestly against the discount.
05 The clock on the asset
The lease maths resale buyers must do
A resale flat's price hides a second number: the lease left on it. Two rules of thumb, one hard rule:
- The hard rule: if the remaining lease doesn't cover the youngest buyer to age 95, your CPF usage is pro-rated down — and below 20 years, no CPF and no HDB loan at all. The financing shrinks before the price does.
- The decay curve: leasehold value doesn't fall in a straight line — roughly 75% of freehold-equivalent value at 50 years left, ~55% at 25, with the slide steepening below 60. Older flats have appreciated at a fraction of younger ones' pace.
- The buyer-pool rule: whoever buys from you in 15 years faces the same CPF limits, on 15 fewer years of lease. An old-lease bargain can be cheap precisely because its future buyers are being rationed away.
For your money: a 70s-era flat at a tempting price can be the most expensive thing on this page if it's also your retirement asset — you'd be holding the steep end of the decay curve exactly when you need the value out.
For your life: buy the lease your old age needs, not just the location your thirties want. A fresh 99-year BTO lease quietly solves a problem your 75-year-old self would otherwise meet; a 60-year lease means planning, deliberately, to move again.
06 The honest summary
Who each side actually suits
You can absorb the wait cheaply (parents' place, no rent), your household income keeps grants meaningful, you want the fresh 99-year lease — and you'd genuinely stay put through the MOP.
Time is the scarce thing — a baby coming, a lease ending, parents to live near (the $30k grant literally pays you for it). You're buying certainty of address, this year, at a knowable price.
The BTO discount is real, but it's paid in years, odds and strings — and the grant system quietly refunds resale buyers a big slice of the difference. Run your own version with the affordability calculator, and see the wider picture in Your flat, by the numbers.
